Abstract

This paper proposes a conceptual framework to explain how transformational leadership among indigenous women influences policy advocacy effectiveness through the utilization of participatory video within the Indigenous Women’s Alliance of the Archipelago (Perempuan AMAN). Although digital technologies are increasingly adopted by indigenous and civil society organizations for advocacy purposes, the mechanisms linking women’s leadership, visual technologies, and advocacy outcomes remain insufficiently understood. Drawing upon Transformational Leadership Theory, Affordance Theory, and the digital activism literature, this paper develops an integrated framework in which participatory video serves as a catalyst for activating three key digital affordances: visibility affordance, narrative affordance, and collective affordance. These affordances are proposed as mechanisms through which participatory video may enhance advocacy legitimacy, expand support networks, strengthen collective action, and increase influence on policy processes. The proposed framework contributes to the literature by integrating leadership studies, digital technology research, and indigenous women’s advocacy, which have largely evolved as separate scholarly domains. Furthermore, this paper outlines a mixed-methods explanatory sequential research design to guide future empirical investigations of the proposed relationships. By providing a theoretically grounded and empirically testable framework, this study offers a research agenda for examining the role of visual digital technologies in empowering indigenous women and advancing community-based policy advocacy.
